Licensing Program Analyst (LPA) Selena Mariani made an unannounced subsequent complaint investigation visit, and met with Center Director (CD), Brenda Hardaway, for the purpose of delivering findings of the above allegation. LPA previously met with CD on 05/01/2025 and 06/11/2025 to open the complaint and conduct investigation. It’s alleged that staff do not ensure infants diapers are being changed in a timely manner, specifically that, diapers are not being changed every 2 hours.

During the investigation, LPA made observations, received documents and conducted interviews with CD, four staff (S1- S4), and four Parents (P2, P4 -P5 & P7) from 05/01/2025 to 06/11/2025. LPA attempted interviews with four parents (P1, P3, P6 & P8), however; those parents did not respond. CD stated that the diaper changing policy consisted of changing a child’s diaper every 1 to 1.5 hours, as needed or more often if parent requested; and diaper changes are logged into the KinderCare app to notify parents. S1-S4 confirmed children’s diapers are changed every 1.5 to 2 hours, in between if needed and logged into the online KinderCare app which notified parents. P2 stated when her child has a diaper rash, P2 asked staff to change the child’s diaper more frequent, staff accommodated the request. P4 conveyed that every two hours staff changed P4’s child’s diaper which was consistent with P4’s diaper changing routine at home. P5 stated also validated that everything is logged on the KinderCare app, P5 had access to review records related to her child’s care throughout the day. Overall, P2, P4-P5 & P7 reported they did not have any concerns regarding diaper changing at this time.

The facility submitted documents detailing staff diaper changing procedures and policies which did not specify times for diaper changes. Furthermore, LPA obtained 7 infants nap, meal and diapering logs over a 16-day period. The documents indicate staff changed infant diapers frequently throughout the day.

Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred and therefore is determined to be unsubstantiated.

There were no Title 22 deficiencies cited.

This report was reviewed and discussed with Center Director, Brenda Hardaway. Appeal rights were provided.

Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
