On 12/17/24, Licensing Program Analyst (LPA) Cindy Castro, made a subsequent complaint investigation inspection, for the purpose of delivering complaint findings and met with Center Director, Justice Willis. It has been alleged that due to lack of supervision, child’s hair is being cut.

LPA, previously conducted an inspection on 10/02/2024 to initiate the investigation and met with Center Director to discuss the allegation, conduct interviews, make observations, and request documents.

During the investigation, LPA conducted interviews from 09/27/2024 to 10/02/2024 with Complainant, Center Director (CD) and six staff (S1-S6). Center Director denied allegations and stated the children do not have open accessibility to scissors in the classroom and staff scissors are out of reach. CD further added that Kindercare does not supply hair clippers. With authorization and agreement from staff, CD investigated staff personal belongings, nothing was found, of the sort, like razors or hair cutting clippers.

LPA did not observe any items that could be utilized for haircutting in the infant or toddler classrooms on 10/02/24 and 12/17/24.

In addition, staff statements denied allegation. All Staff interviewed reported that no children’s hair is being cut or shaved at the center. Staff further added that children are not left without supervision and did not corroborate the allegation.

Based on the information gathered during this investigation, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the allegations occurred and therefore are determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with Center Director, Justice Willis. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
