32 | Center Director admitted to being less “bubbly”, because if “too bubbly” it seemed “fake”. Center Director further added, speaking with staff about doing their job and how this prior complaint did not involve them.
CD statements provided sufficient evidence to corroborate the allegation, when family was present CD would leave the room. CD reported that staff said that they were walking on “eggshells”. That Staff did not want to grab child because parent could think it was “too aggressive”. One staff mentioned to CD, what if parent is walking in and I grab that child’s hand, then child pulls and says that the hand was pulled. CD stated that Teachers did not want anything to be “misconstrued”. CD also added that what happened in homeroom (Discovery Preschool Classroom) during drop off, was parent would stand next to closet on the right side of classroom holding her child and not say anything. CD explained that Staff do not intervene with any parent when their child is crying or parent is trying to soothe a child and that Staff to not take that child from their parent.
Statements provided by S1 and S2 reported that there was an upset parent that spoke with them about not being comfortable with how other teachers were not engaging with their child and not getting treated and greeted the same during drop-off. S2 reported that a couple times this parent was observed standing on side of the classroom where the changing table is located, just standing there with child being very "clingy" and in the arms of this parent. S2 added that on some of those occasions, S2 greeted parent and child before parent "darted" towards the door. All Staff interviewed reported having knowledge of the prior complaint from September 2024 which corroborated the allegation that family was being treated different after complaint was file with the facility.
Based on interviews the preponderance of evidence standard has been met and therefore, the above allegation is found to be SUBSTANTIATED. The facility did not comply with California Code of Regulations Personal Rights 101223(a)(1). The following violation of the California Code of Regulations, Title 22; Division 12; were cite. Exit interview conducted and report was reviewed with the facility representative, Justice Willis. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
