32 | The licensee stated that she has also never heard about any of her staff members making any inappropriate comments, either. The licensee stated that it is strictly against her facility policy to ridicule or humiliate a child. The licensee stated that she has raised her voice with children in care, particularly to get their attention, but has never yelled at, threatened, or humiliated any child. The licensee stated that her facility’s discipline policy includes redirection, positive reinforcement, and time outs. The licensee stated that corporal and other forms of unusual punishment are never used.
Staff members were interviewed during the investigation. Staff member S2 was interviewed on 03/02/21 at 02:40pm. Staff member S3 was interviewed on 05/17/21 at 12:54pm, and S4 was interviewed on 05/17/21 at 11:15am. Staff S2-S4 all stated that they have never heard the licensee making any inappropriate statements or comments to any child in care. Staff S2-S4 all stated that children in care are comfortable around the licensee and are treated with dignity by the licensee. Staff reported that they have never heard any child or client complain about any comment(s) the licensee has made. Staff S2-S4 all corroborated the licensee’s statements.
During the complaint investigation, interviews were also conducted with clients and day care children. Clients interviewed stated that their child enjoys attending this facility and feels comfortable around the licensee and other facility staff. Clients interviewed all stated that they have never heard the licensee making any inappropriate statements to a child and have never received any reports from their child of being inappropriately spoken to by the licensee or any other staff member. The children interviewed during the investigation all stated that they felt safe and welcome while attending the daycare. The children interviewed stated that they have not heard or observed anything that has made them feel uncomfortable while in care. The children interviewed all stated that they enjoy attending this family childcare home.
Based on available information and interviews conducted with children, clients, staff and the licensee, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated. All licensing reports are public information and must be made available upon request for at least three years. This report was read and reviewed with the facility licensee. There were no Title 22 deficiencies cited during today's inspection. Appeal rights were provided.
