On October 4, 2022 at 10:05 AM, Licensing Program Analyst (LPA) J. Helton conducted an unannounced complaint inspection and met with director Lisa Erlandsson-Ward. It was alleged that the facility is operating out of ratio, specifically that one teacher is left with 8 infants while other teachers are on breaks.

The director was interviewed at 10:18 AM and stated that on occasion infants would wake up early from their naps while a teacher was still on their lunch break. The director stated that nap time is from 12:00 PM to 3:00 PM and teachers usually take breaks starting at 12:00 PM.

On November 2, 2022, LPA attempted to interview 4 staff members, 2 interviews were completed. Both staff (S1 and S3) explained that 12 months to 24-months classroom would occasionally be out of ratio for a few minutes if a child woke up early from nap. At that time, they would keep the child sitting quietly on their cot and call for another teacher/aide to help.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC9099D.

Appeal rights were provided and exit interview was conducted with director Lisa Erlandsson-Ward.

A Notice of Site Visit was provided and must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
