An inspection was made to the facility by Licensing Program Analysts (LPAs), Elpidia Hernandez Torres and Mindy Mohr. The facility file was reviewed prior to this inspection. A review of the personnel report on 11/14/24 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The facility’s operating hours are 07:00AM- 06:00PM, Monday – Friday. The facility was toured inside and outside and the floor and yard plan submitted by the licensee were verified. The items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. Center director reported there are no poisons stored on the premises. The facility was free of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. There is uncontaminated drinking water available to children both indoors and outdoors through the use of a filtered water fountain, where water is added to filtered water pitcher then poured into the infants sippy cups. Food prep areas are clean. Food is properly stored and free of contamination. Garbage cans containing solid waste have tight fitting lids.

The playground was free of hazards. The playground has no equipment available for the infants a deficiency was issued. There were no bodies of water observed. The center director stated no weapons are stored on site and none were observed. Facility representative was not able to produce disaster drill log with the last disaster drill documented within 6 months, deficiency was issued. The sleeping area and the play area in the infant classroom are not physically separated per regulation deficiency was issued. Cribs were not covered with the appropriate material deficiency was issued. Infant's changing table was observed to be across from the nap area, away from the sink, deficiency was issued. During today's inspection, staffing ratios were being met and there were 9 infants being supervised by One teachers and two aides. The facility was operating within the licensed capacity. At least one staff member present during the visit (the lead teacher) possessed current CPR and First Aid certifications. 7 children’s records were reviewed at 12:44PM, all of the children's records were incomplete, all were missing sleep logs, physicians reports and other items. Infant C5 did not have LIC 9227 indicating infant's ability to roll, and sleep plan, type A deficiency was issued. 3 staff records were reviewed at, and contained health screening forms. The sign in/out procedure was reviewed and in compliance

LPA discussed the safe sleep regulations with the center director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Center could not provide documentation lead testing had been completed. Type B deficiency was issued. LPA referred center director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs informed Director Sabrina Oldani that this report dated 11/14/2024 documents one Type A citation. Type A citations shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

LPAs informed Director to provide a copy of this licensing report dated 11/14/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days.
