32 | During the course of the investigation, interviews were conducted with 7 staff ( S1-S7), 5 children (C1-C5), and 5 guardians ( G1-G5) between 08/20/24-11/05/24. According to some staff interviews, there is always at least two staff in the classroom at the same time supervising 14 or less children and that certain staff are aides and not qualified as teachers. Interviews further confirmed that on at least one occasion an unqualified teacher, an aide, S2 was left alone with 12 children and on a separate occasion, another staff was left alone with more than 12 children. Guardian interviews revealed there is rotating staff, so there may be different staff in the classroom at drop off in the morning than pick up in the evening. G4 confirmed that when lead teacher is not present, S7 is present in the classroom. Through interviews and record review it was confirmed that S7 is not qualified to be a teacher.
On 10/24/24 while LPA was present at the facility conducting interviews, two staff who have not completed 6 units of early childhood education were left alone supervising 14 children. On the same day, an unqualified teacher, an aide, was observed walking four children to and from the preschool classroom to the school age classroom. Facility records and interviews confirmed that S1, S2, S4, S7 were aides (staff without any early childhood education units), not qualified to be teachers or left alone with children.
Based interviews conducted, records reviewed, and observations made, the preponderance of evidence standard has been met and the above allegations are found to be substantiated. The California Code of Regulations, Title 22, Division 12 & Chapter 1, sections 101216.3(a) and 101216.1(b) are being cited on attached LIC 9099D . This report was reviewed with the center director and an exit interview was conducted. Notice of Site Visit shall be posted for 30 days. Appeal Rights were provided.
