32 | CD explained that facility management instructed staff to notify her if they needed additional support in the classroom, and for case where a class might potentially be out of ratio, staff would request for parent(s) to wait with their child until an additional staff arrived for support. Staff constantly checked the bathrooms before leaving the classroom and transitioning to a different area, and to prevent incident of lack of or absence of supervision, staff shut the door during a period of transitioning, so children did not enter the bathroom(s).
Furthermore, when a child was in the bathroom, teachers placed a chair outside the bathroom to ensure supervision of the children in the bathroom; and if staff needed additional support, they would request assistance from CD. CD reviewed and completed staff schedules monthly to ensure compliance with ratio requirements, and in situations involving staffing shortage; the facility would not accept and limit the number of children in care for the day to prevent violation of the ratio. The facility tried to only hire qualified staff and encouraged the existing staff to complete their core Early Childhood Education (ECE) units to become fully qualified. CD stated at this time, there were five staff in the process of completing their core ECE units. CD felt that communication among staff improved and CD acknowledged staff accomplishments, made personal connections with each staff, listened to staff and their suggestions, while also setting expectation standards.
CD submitted a copy of the facility's Emergency Procedures which includes procedures for Fire Monitoring Systems and Alarms, Emergency Drills, Emergency Evacuation including name to face, Lock downs, Emergency Weather & Evacuations, Earthquakes, Wildfires & Smoke, Facility closures or Delayed openings, and Changing Voicemail in Emergency Weather situations. The facility's Emergency Procedures is missing procedure for child elopement, and LPA reviewed lock down drill with CD; and made suggestions for improvement or added security of the plan. CD submitted an updated addendum to LPA, prior to LPA's departure. On October 2022, the facility received training from TSP analysts and the discussed topics related to reporting, supervision; and ratio requirements. Based on today's visit, the facility appeared to be complying with the terms of the NCC.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. There were no violation(s) of the California Code of Regulations, Title 22; Division 12, cited during today's visit.
