13 | Licensing Program Analyst (LPA), Leticia Rosales-Meza conducted a subsequent complaint investigation inspection, for the purpose of delivering complaint findings, and met with the Licensee, Luz Elena Aguilar. It was alleged that child sustained unexplained bruise while in care, specifically Child 1 (C1) had a bruise on face. It was alleged that Licensee handled day-care child in a rough manner, specifically Licensee grabs C1’s head in a rough manner. It was alleged that Licensee yells at children in care, specifically Licensee yells at all children in the facility for no reason.
During the initial complaint investigation to the facility on 8/29/23, records were reviewed, and the LPA conducted an interview with the Licensee at 4:25 PM. The Licensee denied the allegations and stated nobody has mentioned, any parent nor have I seen any bruise on a child. I'm constantly checking the children. Licensee stated that C1 cried a lot and sometimes it seemed like if C1 was choking so I would immediately hold C1's head and turn C1 over like they showed us in CPR, to prevent anything to happen, but C1 was fine. “I’ve never handled day care child in a rough manner”.
