A required - 3 year inspection was made to the facility by Licensing Program Analyst (LPA) Leticia Rosales-Meza. A review of staff records on 02/12/25 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are five adults living in the home.

During today’s inspection the home and grounds were toured. The licensee was supervising four children, and operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. The facility’s operating hours are 6:00 AM to 11:55 PM, Monday–Sunday. The floor plan submitted by the licensee was reviewed and verified. The "off limits" areas of the home are two bedrooms, and garage, and were made inaccessible by key locked doors. The children have access to the living room, family room, dining area, kitchen, master bedroom for napping, and hallway bathroom. The home was clean and orderly, and was at a comfortable indoor temperature of 68 degrees Fahrenheit. There were safe toys and equipment available for children. There is a working telephone in the home. The licensee has current pediatric CPR and First Aid certification, which expire on 05/2025. The licensees' CA mandated reporter training certificate expires December 07, 2025. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. The fireplace in the family room has been made inaccessible with a screen and is boarded shut. Licensee stated does not use fireplace at all. Poisons were key locked in the hallway closet. There is a working smoke detector, carbon monoxide detector and fire extinguisher rated at least 2-A, 10:BC. The licensee has conducted an emergency drill within the past six months, most recent Fire drill was documented on 01/20/25. The licensee stated firearms are stored unloaded, and are key locked. Licensee stated ammunition is stored separately in a key locked case. During today's inspection, LPA observed an "off limits" room where fire arms and ammunition were stored separately, in a key locked room.

The children use the front yard and back yard as the outdoor play area and it is fully fenced. No bodies of water were observed. Nine children's (C1-C9) records were reviewed at 12:50 PM; required emergency information was observed to be on file.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Luz Elena Aguilar, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
