25 | An annual required inspection was made to the facility by Licensing Program Analyst (LPA), Robert Maciel. LPA met with Licensee, Alyssa Morgan. A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are currently four adults living in the home.
During the inspection the home was toured inside and outside. The licensee was supervising 5 children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are Monday - Thursday 8:00 AM - 5:00 PM and 8:00 AM - 3:30 PM on Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home were made inaccessible by a door handle cover and baby gates. The garage is detached and is key locked. The back yard is off limits. The front yard is used for outdoor play and is partially fenced and Licensees know that supervision is mandatory while children are in the front yard. The home appears to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. Licensee stated poisons are stored in the garage and LPA verified garage was locked. The pool was rendered inaccessible by use of a locked electronic cover that was observed to hold an adult walking and standing on it. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home.
