32 | Licensee stated that she has good communication with all of the parents and the parents let her know that they are very happy with the services she provides in her day care. Licensee stated she hasn't had any problems nor issues with any of the children or with the parents. Licensee stated that she always lets all the parents know if there are any issues or concerns to let her know so they can discuss the situation.
LPA Rosales-Meza attempted interviews with four parents, Parents 4 - 7 (P4-P7) on 12/10/25. Interviews were conducted with three Parents (P1 - P3) and Child 1 (C1) between 12/05/25 to 12/10/25. Parents (P1 - P3) stated that their children seem very happy going to Luz's day care and that the Licensee and staff treat all the children well. Parents stated the Licensee and staff are always supervising the children and have not heard of any incidents of hitting. LPA interviewed C1 who stated was not hit while in care which does not corroborate the allegation. C1 disclosed she feels safe, and is treated well and has not been mistreated. The information obtained through these interviews did not corroborate evidence to support the allegation.
During the inspection, LPA observed the Licensee and staff promptly tending to all the children's needs. Licensee and staff were communicating with the children at their eye level, and conducting indoor and outdoor playtime activities with the children. LPA observed Licensee guide the younger children by their hand. LPA did not observe any inappropriate interactions, and the Licensee and staff were caring and supervising the children with dignity and respect.
Based on interviews conducted, although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, therefore the allegations are Unsubstantiated. There was no Title 22 deficiency cited based on the above finding. Exit interview conducted and report was reviewed and discussed with Licensee, Luz Schaff Coria. Appeal Rights were provided.
