Licensing Program Analyst, (LPA) Glenn Ouye met the applicant for a prelicensing site visit. The applicant submitted an application for a combination center (preschool/toddler and infant programs) on May 16, 2022. The fire inspection was conducted today (July 25, 2022).

The application requests a capacity of 24 preschoolers and 6 toddlers. The toddler program will utilize the two front rooms of the center. There is a toilet in the front room for the toddlers. Potty chairs may also be used while toddlers are in potty training.

The middle and rear rooms will be used for the preschool program. There is a toilet and sink for the preschool age children.

The applicant is aware of the sign in and sign out requirements. The facility will use an electronic sign in and out program called Bright Wheel.

There are sufficient furniture, equipment and toys for each age group. The are cots for the children to use during nap time. There are mulitple first aid kits hanging in baskets in the facility. There are functioning smoke and carbon monoxide detector in the center. There is a fire extinguisher rated at 3A40B and a pull fire alarm in the front of the building. There is an outdoor area for the toddler and one for the preschool age children. The outdoor preschool climbing structure will require additional wood chips for fall protection. The toddler equipment will use rubberized mats as fall protection. The applicant may request a waiver to use the paved area which is used by the toddlers to allow the preschool children to use the paved area on a rotational bases. There are sufficient toys and equipment for the children The licensee will use shade sails to provide shade for the children. Water bottles will be used for hydration while children are outdoors.

The applicant has 180 days after licensure to obtain a lead testing from the list of water testing companies who are certified with the department. The complies with PIN 21-21 CCP.

The Applicant was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the applicant, Leanne Nelmes.

The following items will need to be completed prior to licensure:
Complete toilet install in toddler bathroom
Remove staples in walls in rear classroom
Install additional wood chips in preschool outdoor activity area to provide fall protection.
Reinstall gate and fencing in the outdoor activity area.
Provide all follow up document to complete the application.

Upon receipt of the noted items the facility will be approved for licensure for 6 toddlers and 24 preschoolers.
