Licensing Program Analyst (LPA) Glenn Ouye met with applicant Irene Silva and Director Diana Damien to conduct the prelicensing inspection, The application was received on June 29, 2022. The program will be a preschool program with a toddler component. The application is for 134 preschooler of which 44 children may be in the toddler option. The fire inspector is returning today (September 27, 2022) to confirm that the Knox box is in place and the fire clearance should be granted. LPA Ouye will need to received a copy of the approved fire clearance to approve the licensure.

The facility has eleven classrooms. There are three fire extinguisher rated at 2A10BC in the building. There are functioning carbon monoxide and smoke detectors. There is an administrative office, a staff break room and staff bathroom at the front of the facility. The facility will use the Brightwheel program for sign in and sing out process and will also have a paper back up if there are any issues with the automated program. The required posting are posted in the main hallway. The facility will have 6 months after licensure to complete the water lead testing with an approved contractor.

The facility can use up to four classrooms for the toddler programs for children between the age of 18 month to 36 months of age. There is a toddler bathroom with four toilets and five sinks with a sixth sink in one of the toddler classrooms. The toddler classrooms are physically separated from the preschool classrooms. There are sufficient age appropriate toys, equipment, furniture and napping mats for the toddlers. There are doors leading to the outdoor activity area for the toddlers. The outdoor area is fully fenced and physically separated from the preschool program. The children will use refillable personal water bottles for hydration while outside. There is sufficient shade.

The preschool age program will occupy seven classroom and indoor activity areas. The preschool age program serves children ages two years old through entry into first grade. There are four toilets and two urinals and eight sinks for the program. There is sufficient age appropriate toys, equipment, furniture and napping mats for the preschool children.

There is a fully fenced outdoor activity area in the back of the facility property for the preschool program. There is sufficient equipment and toys for the preschool children in the outdoor area. There is sufficient shade for the children, The preschool children will use refillable personal water bottles for hydration.

The Applicant, Irene Silva and Director, Diana Damien was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per person will be assessed if this regulation is violated.

LPA reviewed with applicant Irene Silva and Director, Diana Damien the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Applicant, Irene Silva and Director, Diana Damien and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the Applicant, Irene Silva and Director, Diana Damien.

Upon receipt of the approved fire clearance from the Santa Rosa Fire Department, the facility will be approved for licensure.
