Licensing Program Analyst, (LPA) Glenn Ouye met the applicant for a prelicensing site visit. The applicant submitted an application for a combination center (preschool/toddler and infant programs) on July 1, 2022. The fire inspection was conducted today (July 25, 2022).

The applicant submitted an application for a requested capacity of 30 infants. Based on the square footage there is sufficient interior space for eight infants. This is a combination center with a toddler component. The infant program will run birth through 18 months of age. The toddler program will provide care for ages 18 months through 36 months.

There is a refrigerator for food storage. There is a changing table within arms reach of a sink. There is sufficient toys and equipment for the infants. There are functional smoke, carbon monoxide detectors and a fire extinguisher rated at 3A40BC. There is a full first aid kit in the facility. The infant program will utilize an electronic sign in and sign out program called Bright Wheel.

The outdoor activity area will require the completion of the outdoor fencing, deck railing and shade installation. The outdoor activity area has enough square footage for three infants. The applicant will use a waiver allowing her to rotate the number of infants with no more than three infants maximum at any given time.

The applicant has 180 days after licensure to obtain a lead testing from the list of water testing companies who are certified with the department. The complies with PIN 21-21 CCP.

The Applicant was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the applicant, Leanne Nelmes.

The following items will need to be completed prior to licensure:
Installation of the 4 foot tall partition separating the infant sleep area from the infant activity area.
Installing the 4 foot tall outdoor fencing surrounding the outdoor activity area.
Install railings for the deck and both sides of the outdoor stairs.
Install shade sails above the outdoor activity area.

Upon receipt of the noted items the facility will be approved for licensure for 8 infants.
