Licensing Program Analyst (LPA) Glenn Ouye met with applicant Sema Sharma and director Karen Sims to conduct a prelicensing inspection of this infant child care center. The application was received on August 9, 2022. The fire clearance was approved on August 23, 2022. The interior and exterior sketch was verified. The interior and exterior activity areas were measured for the necessary square footage requirements. The facility will use Procare for sign in and sign out record keeping.

The application requested a capacity of 50 infants. The interior square footage supports 45 infants. The outdoor square footage supports over 45 infants.

This infant center has a large main activity rooms and two smaller activity rooms. There are sufficient equipment, toys and furniture for the infants in care. There are multiple changing tables with sinks within arms reach of the changing tables. There is a kitchen with a refrigerator just off the large main activity room for the formula and breast milk. There are functioning smoke/carbon monoxide detectors and two fire extinguishers rated at 3A40BC.

There is also an adjacent room used for napping. There are sufficient cribs and mats to support the napping infants. There is also a changing table with a sink within the napping room. Infants who are over one years of age may be on a scheduled nap time and will nap in an area outside of the napping room.

The outdoor area is fully fenced and will utilize ground base activity. The applicant indicated that a age appropriate outdoor play structure will be installed at some point in the future.

Applicant was reminded that all adults 18 years and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per person will be assessed if this regulation is violated.

LPA reviewed with Director, Karen Sims the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

LPA discussed the safe sleep regulations with applicant and the director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the applicant, Sema Sharma.

The license is approved for this infant program with a capacity of 45 infants effective today, November 3, 2022.
