At least one person trained in CPR and Pediatric First Aid is present when children are in care or participating in offsite activities. The name of the child care center director or the fully qualified teacher designated to act in the director’s absence has been reported to the Department. All children are under supervision, including visual supervision, at all times. The facility meets required teacher-child ratios.
LPAs reviewed a sample of children’s files and observed that the files contained complete contact information for authorized representatives and individuals who may assume responsibility for the child, as well as medical assessments. LPAs also reviewed a sample of staff files and observed complete health screenings, immunization records for influenza, pertussis, and measles, and documentation confirming completion of mandated reporter training.
LPAs discussed the Community Care Licensing website at www.ccld.ca.gov, which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates.
LPAs discussed reporting requirements as outlined in Section 101212 of Title 22 regulations.
Director Mary Gonzales was reminded that all adults 18 years and over, including employees and volunteers (except as specified in Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption, or transfer an existing clearance or exemption, prior to being present in a child care center. A civil penalty of a minimum of one hundred dollars per day, up to a maximum of five days (or thirty days for a repeat violation), may be assessed if this regulation is violated.
Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed child care centers constructed before January 1, 2010, to test their drinking and food preparation water for lead contamination before January 1, 2023, and every five years thereafter. For child care center licenses issued after July 1, 2022, testing must occur within 180 days of licensure, pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that lead testing was completed in accordance with these directives. LPAs referred the director to the Department’s lead testing webpage at www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.
