On 6/02/2023, Licensing Program Analysts (LPAs) Joe Pacheco, Julie Baptista and Licensing Program Manager (LPM) Cynthia Brannon conducted an announced prelicensing inspection and met with Director II of Family Services, Jewelee Lemus. Licensee is Stanislaus County Office of Education. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. Licensee is requesting to use a temporary facility located at 1235 E. D Street Oakdale, CA 95361 for approximately three weeks while their regular facility is undergoing some renovations. LPAs and LPM met with Director, Jewelee Lemus and toured the facility both indoors and outdoors. Facility is requesting a capacity of 6 infants, ages 0 to 24 months: and 8 toddler option, ages 18 months to 36 months.

This facility will provide full-time and part time options from 7:30 AM to 5:30 PM Monday through Friday. This program will operate in one classroom with a 4-foot partition separating the infant program from the toddler option classroom.

Jewelee stated that the center will provide an afternoon snack, breakfast and lunch. All meals will be provided by the center. Food will be provided by Sylvan school district and delivered to the facility daily. The refrigerator and cabinets in kitchenet have child safety locks so children don't have access. The knives and sharp utensils are stored in the counter and some cleaning items are stored underneath the kitchen sink. The rest of the cleaning supplies are stored in a janitor closet which is also closed by a key lock. There is hot running water in the kitchenette. Staff will utilize the staff bathroom that is locked with a key lock. Ill children will be isolated in the Site supervisor’s office and utilize the staff bathroom.

The classroom was observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for infants/toddlers to play. LPAs reminded Jewelee Lemus not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in the room.

LPAs reviewed with Director II, Jewelee Lemus, that any future changes to the classroom are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Per Jewelee Lemus, bathroom procedures when taking toddlers to the restroom shall be staff shall escort children to and from restroom and provide visual supervision

Room measurements were taken and reviewed with Director II, Jewelee Lemus. The total inside preschool area measured to an approximate 284 square feet for the infant area and approximate 410 square feet for the toddler area. This will accommodate the requested capacity of 6 infants and 8 toddler option children. There is adequate storage space available for children's belongings in the classroom. Jewelee Lemus understands that infant/toddler equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 2 sinks/hand washing fixtures which will accommodate the requested capacity. Infant changing table is on the northeast corner next to the portable handwashing sink that is only utilized for changing diapers. Per Director II, licensee will be providing bottled water for drinking and for making infant formula.

There is a crib area for napping infants. Currently, there are no crib babies at this temporary facility location. Licensee is utilizing infant mats for napping.

LPAs and LPM measured the outdoor activity space. The outdoor activity space measured to an approximate 910 square feet which will accommodate up to requested capacity for each program. Each component does not have its own exclusive outdoor activity area so a waiver will be needed for the infants and toddler option children to use the outdoor activity space at separate times.

A fire clearance of capacity of 6 infants and 8 toddlers was approved and granted by the Oakdale Fire Department on 5/23/2023.

This facility plans to provide Incidental Medical Services and does have a plan on file with Community Care Licensing – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. This facility does provide care to infants. LPA also informed Director II, Jewelee Lemus, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 6 infants and 8 toddlers.
