13 | Licensing Program Analyst (LPA) Brannon conducted an unannounced complaint inspection to provide findings for the above allegations. LPA met with Director, Jessica Ramsey. LPA reviewed the allegations, and toured the facility, inside and outside. LPA observed 28 children with 5 staff. During the course of this complaint investigation, LPA interviewed staff, children, parents and reviewed facility records. Licensee, Melissa Pershall, did call her spouse into the facility to assist while LPA interviewed staff. Licensee does not have a staff substitute list, however, licensee can call in spouse to assist as needed. During the course of this complaint investigation, LPA observed and over heard licensee turning away parents due to not having enough staff to meet the ratio and that Licensing was present. LPA is unable to determine whether licensee would have or would have not accepted the children into care if LPA was not present and therefore, be out of ratio.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstaniated.
