On 08/18/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Director Jewelee Lemus, Child Development Supervisor Christine Lemings, & Site Supervisor Danielle Phan. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 1135 East J Street in Oakdale, CA. The applicant is doing a change a location from old facility (503600443) to this new location and has decided to decrease its capacity to 22 Preschool Children. This program will operate on a traditional school year schedule from 7:30 AM to 3:00 PM Monday through Friday. This program will operate in one preschool classroom. The classroom has two doors which have door chimes and another door that leads straight to the play yard. Jewelee understands that teachers will need to supervise children at all times so they don't open the doors and leave the classroom.

Breakfast, lunch, & afternoon snack will be provided by the Silvan Unified School District. The food will be brought over and prepped in the classroom. There is a refrigerator, Dishwasher, and will eventually get a microwave. Jewelee stated that they will have hot running water in the kitchen. The lower cabinets in the kitchen which is part of the children's classroom have plastic locks and will be inaccessible to children. Jewelee stated that they will put a children's gate up so children don't have access to the site supervisors office or other teachers desk areas. Staff will utilize the staff bathroom located next to the children's bathroom. Ill children will be isolated in the site supervisors office and will use the staff bathroom.

The classroom was observed to be clean and free of toxins. The cleaning items will be stored underneath the kitchen sink which will be inaccessible to children. Jewelee stated that once their laundry room gets set up that everything will go in there and only keep the bare minimum underneath the kitchen sink. The Medication & First Aid Kit will be stored in the pantry closet next to the refrigerator. There are locks on the refrigerator & Dish washer so children don't have access to them. The laundry room will be inaccessible to children by children's gate. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in the classroom.

Jewelee sated that an additional table and more chairs will be brought into the classroom to meet the requested capacity of 22 preschool children. Jewelee stated that she will have a sanitation table outside the classroom and stated that staff will do wellness checks every morning during drop off and take the children's and staffs temperatures every day.

Room measurements were taken and reviewed with Jewelee. The total inside preschool area measured to an approximate 837 square feet which will accommodate the requested capacity of 22 preschool children. There is adequate storage space available for children's belongings in each classroom. Jewelee understands that children's equipment needs to match the capacity she is licensed for and therefore will submit proof that there are enough Cots.

Toys and equipment are age appropriate. The Cots will be stored in a corner next to the site supervisors office. Jewelee stated that bedding/sheets will get washed every week or whenever necessary - Friday. A washer and dryer will be installed within the next few weeks. Jewelee stated she will submit a pictures once completed. There are a total of 2 toilets and 2 sinks/hand washing fixtures which will accommodate the newly requested capacity of 22 preschool children. LPA observed a water dispenser with disposable cups in the classroom which children will have access to. An igloo will be used for outside drinking water.

The approximate outside square footage for the preschool area is 1,964 which will accommodate the requested capacity of 22 Preschool Children. The preschool play area is gated and has its own age appropriate play structure. Licensee is using poured rubber to cushion the fall zones. The play structure has a shade area that covers the whole structure. Jewelee stated that the center will get a shed but be on the outside of the preschool where toys and equipment will be stored. There is a black iron gate around the play ground. Jewelee stated that the center is installing metal mesh which will be completed when children are not present. In the meantime they have added a temporary orange mesh around the fence. LPA reminded Jewelee to provide adequate supervision of children at all times.

A fire clearance for 22 preschool children was received and granted by the Oakdale Fire Department on 8/13/2021.

This facility plans to provide Incidental Medical Services – IMS.
