On 7/14/23, Licensing Program Analyst (LPAs) Joseph Pacheco conducted an announced prelicensing inspection and met with Director, Diane Callahan. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The Licensee is currently licensed to operate a preschool age program on this site but is requesting a license to operate an infant program with a capacity of 3 infants with a toddler option component with a capacity of 8 by converting Classroom 3. This program will operate year round Monday – Friday, 7:30am – 4:00pm. Licensee is Waterford Unified School District. Parents will sign their children in and out at each classroom. Staff conduct daily health checks and conduct a risk assessment.
Director stated that the center will provide breakfast, lunch and PM snack. The meals are prepared off-site at Richard Moon Elementary school and delivered daily. Facility will provide infant formula and diapers. Ill children will be isolated in the teacher’s office in the same building but physically separate from the classroom and utilize the bathroom in the administrative building.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, cribs and plenty of toys for children to play. Director stated that parents will provide sheets for their child’s crib or cot for napping. LPA observed that each changing table is within arms reach of a sink. LPA also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility’s smoke detector system and is installed throughout the building.
LPA reviewed with Director, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Director is aware the ratio is 1 Teacher to 4 infants and 1 Teacher to 6 Toddlers and will follow the regulations. CONTINUED ON 809-C

Room measurements were taken and reviewed with Director. The total inside infant area measured to an approximate 209 square feet which will accommodate the requested capacity of 3 infants. The total inside toddler area measured to an approximate 479 square feet which will accommodate the requested capacity of 8 toddlers. Director understands that children's equipment needs to match the licensed capacity. Toys and equipment appear to be age appropriate.
Licensee is doing the following to provide accessible drinking water to children in care: Licensee is utilizing a sink with filtered water in the classroom to provide water and has paper cups with a cup dispenser. Staff will fill up an igloo jug up water and bring it outside so children can refill their cups during outside play.
The approximate outside square footage for the infant area is 2079 which will accommodate requested capacity of 3 infant children and 8 toddlers option children. Each component does not have its own exclusive outdoor activity area and License has requested a waiver to share the outdoor area at different times.
LPA observed age appropriate toys and play equipment. High climbing play equipment with adequate cushioning was observed. Shade is provided by a tarp. LPA reminded Director to provide adequate supervision at all times.
A fire clearance for 3 infant children and 8 toddler children was approved and granted by the Stanislaus County Fire Department on 6/27/23.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Staff will be fingerprint cleared through Waterford Unified School District as a condition of employment.

The following items must be completed prior to issuing a license by 7/21/23 or sooner.
Inside Daycare:
1) Purchase a potty training chair or a training seat for the existing toilet.

Pending a final file review and completion of the above item, a recommendation will be made to license the above facility for the requested capacity of 3 infant children and 8 toddler option children.
