On 8/29/2024 at 9:00 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Director, Staci Coelho. Facility is located at 1250 Cooper Ave. Suite 3 Turlock, CA 95380. Applicant is Pastor of Sacred Heart Church of Turlock. Applicant is requesting to be licensed for 75 preschoolers ages 2-6 in classrooms A, B and C. Hours of operation will be Monday – Friday 7:00 am – 5:00 pm. This facility will operate on a traditional school year schedule.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a locked storage closet in the hallway right outside the Director’s office or in a high cabinet in the kitchen adjacent to Classroom C. A fully equipped first aid kit is located in Classroom A and B and the kitchen area adjacent to Classroom C. There is an operational carbon monoxide detector on site located in Classroom B and the hallway leading from Classroom A to Classroom B. All required licensing documents were observed posted in each classroom. Children will be signed in and out electronically via a phone app or parents can also use a computer tablet supplied by the facility.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to an approximate 2,636 square feet which is sufficient to accommodate the requested overall capacity of 75 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available for children in Classroom A via a water dispenser provided by a water vendor service. That dispenser is used to fill pitchers in Classrooms B and C. Children bring water bottles from home to drink from but the facility has paper cups on hand in case a parent forgets to send their child with a water bottle. Facility also has bottled water on site. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted by the Turlock Fire Department on 2/14/24.

LPA observed a total of 8 sinks and 5 toilets available for children’s use. These are sufficient to accommodate the requested overall capacity of 75 preschool children. The isolation area for children who are ill will be in the staff office and they will use the staff bathroom located inside Classroom C.
Facility will provide breakfast, lunch, AM snack and PM snack. The kitchen area currently includes a refrigerator, freezer, stove and oven. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children by the kitchen area being locked from the classroom.
The facility currently has two fully fenced playground areas for the preschool children. The smaller play area adjacent to Classroom A on the west side of the building is used by two and three year olds while the larger play area, adjacent to Classrooms B and C on the east side of the building is used by four and five year olds. Upon approval of a waiver, the play area on the east side of the building will be shared at separate times with preschool children who attend Sacred Heart Preschool Classroom D located inside Sacred Heart Elementary School across the street located at 1225 Cooper Ave (pending license 503810280). Chain link fencing on the west playground and chain link and wrought iron fencing on the east playground are at least four feet high. The total square footage for all the outdoor activity space for the preschool measured to an approximate 6,897 square feet which is sufficient to accommodate the requested capacity of 75 preschool children. Shade in the large playground area on the east side of the building is provided via a shade tarp over the high climbing equipment. Facility also has a shade structure in a separate area of the yard. A shade tarp provide shade in the small playground on the west side of the building. Mature trees provide additional shade in the small playground area. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on each playground which are properly anchored. There is adequate cushioning in fall zones of climber provided by rubber mats or rubber cushioning. Staff bring water pitchers filled with water during outside activities which is used to fill children’s water bottles they bring from home. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with Director, Staci Coelho.
