On 12/23/24 at 9:30 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant & Director, Laura Micheletti. Applicant is requesting to be licensed for 50 preschoolers ages 2-6 in classrooms 1-4 and 23 school age children 6-12 in classrooms 5 & 6. Hours of operation will be Monday – Friday 7:00 am – 5:30 pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be in Welcoming/Cubby Room next to Classroom 2 in a locked cabinet. A fully equipped first aid kit is located in the Director’s office. There is an operational dual purpose carbon monoxide detector and smoke detector on site located in each classroom. All required licensing documents were observed posted in the hallway outside the Director’s office. Children will be signed in and out in the Welcoming/Cubby Room next to Classroom 2.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for the preschool children is an approximate 1,755 square feet which is sufficient to accommodate the requested overall capacity of 50 preschool children. Total indoor activity space measured for the school age children is an approximate 815 square feet which is sufficient to accommodate the requested overall capacity of 23 school age children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via pitchers. Children bring sippy cups from home. Facility has paper cups on hand in case a parent forgets to provide their child with a sippy cup. Facility utilizes drinking water from a water vendor service which is used to fill the pitchers that are stored in each classroom. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance for 45 preschool children and 45 school age children was granted by the Modesto Fire Department on 12/6/24.

A new fire clearance will be needed to reflect the new totals of 50 preschool children ages 2-6 and 23 school age children ages 6-12.
LPA observed a total of 4 toilets, 1 urinal and 5 sinks available for preschool children’s use which is sufficient to accommodate the requested capacity of 50 preschool children. Three of the four preschool children’s bathrooms are located in the main preschool building. The fourth bathroom is located outside down the hall adjacent to the parking lot, near Classroom 4 and is marked “boys” on the door. The school age bathroom marked “girls” is located next to the outdoor preschool bathroom. LPA observed a total of 2 toilets and 2 sinks in the school age bathroom which is sufficient to accommodate the requested capacity of 23 school age children. Applicant understands that the school age bathroom can’t be used by boys and girls simultaneously. There are two separate staff restrooms each equipped with 2 toilets and 2 sinks located in the main church hall. The isolation area for children who are ill will be the Director’s office. Ill children will use the staff bathrooms.
Facility will provide AM and PM snack. Parents provide their children with lunch. Facility has a supply of food on hand in case a parent forgets to send their child to school without a lunch. The kitchenette currently includes a refrigerator and microwave and is in Classroom 4. The kitchenette area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. No hazardous items were observed in the kitchenette.
The facility currently has a fully fenced playground area for each component. The chain link fencing in each space is at least four feet high. The total square footage for all the outdoor activity space for the preschool is an approximate 3,808 square feet which is sufficient to accommodate the requested capacity of 50 preschool children. The total square footage for all the outdoor activity space for the school age program is an approximate 4,160 square feet which is sufficient to accommodate the requested capacity of 23 school age children. Shade is provided in the preschool outdoor area via a shade tarp. Applicant stated that umbrellas and canopies are utilized for shade in the school age outdoor area. Mature trees provide additional shade in both outdoor areas. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the preschool playground for children ages 2-12 according to the sticker observed which is properly anchored. There is adequate cushioning in fall zones of climber provided by via wood chips. Drinking water is available via filled pitchers that staff bring outside with them during outdoor play activities. Children use sippy cups brought from home to consume the water. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Exit interview conducted and report was reviewed with Applicant, Laura Micheletti.

Pending an updated fire clearance from the fire department, a license for 50 preschool age children and 23 school age children will be granted upon a final file review. A copy of this report is to be kept in the facility file for public review.
