On 02/03/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was met by Licensee Serrina Mendoza and her assistant. The facility operates Monday through Friday from 7:15 AM to 5:30 PM.

The home has two dogs kept in a gated side run. LPA advised the licensee that she is responsible for any injuries related to her pets. LPA toured the home inside and outside, confirming the use of the downstairs living room, kitchen, bathroom, and playroom for childcare. Other rooms are off-limits, secured with a baby gate and locked doors.

No swimming pool or bodies of water are present. LPA informed the licensee of AB 2866, effective 01/01/2025, requiring compliance with the Swimming Pool Safety Act per Health and Safety Code Section 1596.814. A Provider Information Notice (PIN 25-01 CCP) issued on 01/06/2025 was referenced.

All firearms and ammunition are stored and locked separately. Poisons are secured in a locked area, and no poisons were observed. Hazardous items such as detergents, cleaning supplies, and medications are inaccessible. The living room fireplace is secured with a screen/glass door and will not be used during daycare hours. The home has a functional fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation.

For safety, the stairs are gated when children under five are present. Safe toys and play equipment were observed. The home has working telephone service, and the phone number was verified as (209) 543-4740. Licensee ensures supervision at all times and understands that children must not be left in parked vehicles. The fenced backyard play area was free of hazards. The facility operates within its licensed capacity.

A sample of children’s files reviewed contained required emergency information. The licensee’s Mandated Reporter Training is valid through 11/18/2026, and CPR/First Aid certification is valid through 12/2026. Employee and volunteer records confirm required immunizations and influenza decline statements.

LPA discussed the Community Care Licensing website (www.ccld.ca.gov) as a resource for forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. Reporting Requirements per Section 102416.2 were reviewed.

The licensee was reminded that all adults aged 18 and over living or working in the home must obtain a criminal record clearance or exemption before being present. Failure to comply may result in civil penalties of $100 per day for up to five days, or up to 30 days for repeat violations.

Safe sleep regulations were discussed, and the Child Care Licensing Safe Sleep webpage (https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep) was provided. LPA advised the licensee to check the U.S. Consumer Product Safety Commission (CPSC) website (https://www.cpsc.gov/) for recalled infant products and to register equipment for recall notifications.

The Incidental Medical Services (IMS) policy was reviewed. Licensee was directed to PIN 22-02-CCP for IMS details and advised that an IMS Plan must be submitted if services are provided. Information regarding the Americans with Disabilities Act (ADA) was shared, including the U.S. Department of Justice ADA Information Line (800-514-0301 voice / 800-514-0383 TTY) and the publication "Commonly Asked Questions about Child Care Centers and the ADA" (https://www.ada.gov/resources/child-care-centers/).

The licensee was informed about MyChildCarePlan.org, a consumer education website connecting families to childcare providers and Resource & Referral Agencies (R&Rs) in California.

An exit interview was conducted, and the report was reviewed with Licensee Serrina Mendoza. The licensee confirmed no Registered Sex Offenders reside in the facility, and LPA verified the RSO profile in FAS.

Per Title 22, Division 12 of the California Code of Regulations, no deficiencies were cited. The licensee was provided with Appeal Rights. This report will be made available to the public upon request. LIC 9213 Notice of Site Visit was issued and must be posted for 30 days.
