LPA toured the home inside and outside and confirmed that the kitchen, bathroom, living room, and backyard are accessible for childcare. All other rooms are off-limits and secured with baby gates, doorknob spinners, and safety latches. The licensees have five small dogs in an accessible area and were reminded that they are responsible for any pet-related injuries. A 10-gallon fish tank is kept upstairs, and LPA observed that access to the second floor is blocked with a child safety gate to prevent children from entering. No swimming pools or bodies of water were observed. Although no pools were seen on the premises, LPA reviewed the new pool safety requirements under AB 2866, which became effective on January 1, 2025, and provided the licensees with Provider Information Notice (PIN) 25-01-CCP, issued on January 6, 2025.

LPA confirmed that there are no firearms or ammunition present at the facility. Poisons are stored in a locked area, and hazardous items such as detergents, cleaning supplies, and medications are kept inaccessible to children. The home has a fireplace in the living room, which is secured with a glass door and metal screen and will not be used during daycare hours. LPA observed that the home has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation for safety and comfort. Since this is a two-story home, the stairs are gated when children under five years old are present. LPA observed that the facility has safe toys and play equipment. The home has working telephone service, and LPA confirmed the phone number is (209) 988-0209. (Continued on LIC809-C)

LPA discussed the Community Care Licensing website at www.ccld.ca.gov, which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and quarterly updates. Reporting requirements under Section 102416.2 of the regulations were also reviewed. LPA reminded the licensees that all adults aged 18 and over who live or work in the home, including employees and volunteers, must obtain a criminal record clearance or exemption before being present in the licensed Family Child Care Home. A civil penalty of $100 per day for a maximum of five days, or for up to thirty days for a repeat violation, will be assessed if this regulation is violated.

LPA discussed safe sleep regulations with the licensees and provided information about the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as a resource. The importance of checking for recalled infant products on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ was also discussed. LPA recommended that the licensees register all infant devices with the CPSC to receive recall notifications on their purchased equipment. (Continued on LIC809-C)

LPA informed the licensees about the MyChildCarePlan.org website, a consumer education resource that helps families obtain childcare by connecting them with childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. The licensees were encouraged to complete the survey and share their inspection experience. If they have any questions regarding the process or CARE tools, they were instructed to send email inquiries to inspectionprocess@dss.ca.gov. Additional information regarding the inspection process and its tools and methods can be found on the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process.

An exit interview was conducted, and the report was reviewed with Licensees Claudia Valladares and Anabel Barragan Sanchez. During the exit interview, the licensees confirmed that there are no Registered Sex Offenders living in the facility. LPA verified the RSO profile in the Facility Automated System (FAS). No deficiencies were cited per Title 22, Division 12, of the California Code of Regulations. The licensees were provided with a copy of their Appeal Rights.
