On 10/10/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Courtnee Hoogland, Director. A tour of the center was conducted both inside and outside. The center is located on the campus of Gateway Church of Visalia, 1100 S. Sowell St, in Visalia, 93277. The preschool will occupy Rooms 407 (Green Room), 408 (Blue Room) and Playroom. The applicant is requesting a capacity of 30 preschool children ages 2-6 years old. The preschool will operate Monday through Friday 8:30 AM to 12:00 PM. Children get brought into preschool though the door on the West side of campus and escorted directly into the classroom where parent will sign in.
Director stated that the center will not provide any meals. Staff will utilize the staff bathroom located in the hallway adjacent to Playroom. Ill children will be isolated in the Room 409 (Yellow Room) and utilize the staff bathroom.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, and plenty of toys for children to play. There is a working carbon monoxide detector in each classroom.
Measurements of indoor activity space for Preschool program were taken and reviewed with Applicant. The total usable square footage for Preschool program is approximately 2,241 which will accommodate the requested capacity of 30 Preschool children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 6 sinks/hand washing fixtures which will accommodate the requested capacity of 30 preschool children. There is a water fountain inside each classroom and playroom.
The approximate outside square footage for the preschool area is 2,349 which will accommodate requested capacity of 30 Preschool Children. The preschool play area is fenced and gated all around. LPA observed age appropriate toys, and age-appropriate structure. Applicant is using pour-in-place rubber matting with artificial grass cover to cushion fall zones. There is shade available where children can rest and get water.
A fire clearance of 30 preschool children was approved & granted by the City of Visalia Fire Department on 10/06/2022.

This facility plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
This facility does/does not provide care to infants.
Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 30 preschool children.
