25 | On 10/2/2023, a Case Management inspection was conducted by Licensing Program Analyst (LPA) Theresa Marquez. LPA Marquez met with Director Courtnee Hoogland to discuss a self reported incident that was phoned in to Fresno Community Care Licensing Officer of the day on 9/18/2023.
Director Hoogland stated on 9/11/2023, a parent reported to Hoogland that her Child (#1) told her on the evening of 9/11/2023, that during afternoon outside play, Teacher B inappropriately held and "popped him on the butt". Child #1 and Child #2 was spitting water on the play structure. Teacher B walked over to Children #1 and #2 to discuss the incident on a bench. During the alleged incident, there were 3 teachers and approximately 18 children present on the play yard. Director Hoogland conducted her own investigation by interviewing the 3 teachers. All 3 teachers denied any inappropriate handling of Child #1 occurred. Teacher B was placed on Administrative leave for 3 days. When Teacher B returned, Director Hoogland suggested additional training in teacher/child and teacher/parent relationships to all staff. However, the training was required of Teacher B, in addition to how she would implement the training in her classroom. Teacher B was also moved to a classroom separate from Child #1.
On 9/29/2023, Teacher B resigned. Child #1 continues to attend the preschool.
This appears to be an isolated incident and staff took appropriate measures to address the child's allegations, following appropriate policies, regulations and reporting requirements.
An exit interview was conducted and this report was reviewed with Courtnee Hoogland. This report shall be made available to the public upon request. The Notice of Site Visit, LIC9123, is provided and required to be posted for 30 days. Licensee’s Appeal Rights were provided.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
