25 | On 02/25/2025, an Informal Office Meeting was conducted at the Fresno South Regional Child Care Office. In attendance at the meeting were Licensing Program Manager Luisa Gavoutian, Licensing Program Analysts (LPAs) Anita Tristan, LPA Lady Cabrera and Licensee Karissa Contreras.
The purpose of this meeting was to discuss recent violations of Title 22 regulations, that if not corrected, would pose an immediate and potential risk to the health, safety, and personal rights of children in care.
The following issues/violation were discussed:
Type A Deficiency:
102423(a)(2) Personal Rights
Based on interviews, it was determined Licensee restrained Infant 1 in a SpaceSaver highchair with a tray when infant was not eating and/or doing activities for 10-15 minutes, which led to child sustaining bruising.
102370(d)(1) Criminal Record Clearance
Licensee confirmed Adult 1 and Adult 2 have been present in the facility without a criminal record clearance.
Type B Deficiency:
102416.3(a)(6) Alterations to Existing Building or Grounds
Based on interview and record review, the licensee provided care and supervision to infant in an inaccessible area upstairs in Room 2. Room 2 is deemed off-limits to children in care. Per Fire Safety Inspection dated 01/18/2024, it indicates the Family Child Care home is limited to first story and cannot use second story as it doesn’t comply with exiting requirements. |
