On 12/09/21 Licensing Program Analyst (LPA) Aruna Sridharan met with licensee Kerry Rice for an unannounced random annual inspection and toured areas of the home accessible to children in care. Off-limit areas include entire downstairs, backyard cottage, and garage. Licensee acknowledged that children may never enter these off-limit areas. The census included 8 preschool children and 2 infants. There was an assistant and a second assistant arrived during the inspection. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances.
LPA observed current CPR/First Aid certificate which expires on 01/23 and Mandated Reporter certificate which expires on 11/11/23. LPA discussed recent changes in licensing requirements, including the posting of licensing inspection notices and reports and Parent Notification Requirements. LPA observed all required postings were posted, last fire drill logged for 7/14/21 and obtained a copy of current roster. LPA reviewed all ten children's files and the PM 286 was missing for all children. This is a potential risk and so Type B citation is cited on 809D page. LPA reviewed personnel records for licensee and two staff present which had proof of immunizations, AB 1207 and CPR/First aid certificated with LIC 508 and LIC 9108.

LPA discussed recent changes in licensing requirements, including SB 277 (no longer accepting religious beliefs for immunizations) and SB 792 pertaining to immunization requirements for children and staff.

LPA observed that there were no hazardous items accessible to children. LPA observed a fireplace which was screened with a wood barrier. LPA observed cleaning materials under the sink and on the counter. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. The backyard is fenced and gated. There is a small fountain on the property which is blocked off with a wire fence about five feet high.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the new Mandated Reporter Training with licensee. Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. In addition, existing licensees must meet requirements by March 30, 2018. This training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/. The training is currently provided in English.

LPA discussed with licensee that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes. LPA advised licensee to visit the licensing website at http://www.ccld.ca.gov for current forms, laws, regulations and legislation.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Title 22 Deficiencies observed in today's facility inspection are on page 809D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee.
