On 07/01/2021, at 11:00 a.m., Licensing Program Analyst (LPA) Jill Laxo conducted an unannounced inspection to conclude the complaint investigation on an allegation received on 04/08/2021. The nature and purpose of the inspection was discussed with Director Debbie Keegan. There were 58 children and 12 teachers in the preschool program at the time of inspection.

The allegation claimed a staff member, while on their personal phone, would use an inappropriate form of discipline if children did not sleep during the scheduled nap time. Investigation included, three inspections, record review, handbook review, research on deep pressure techniques, interviewing complainant, director, staff members, and parents of both children previously and currently in care. Eight staff members were interviewed and stated they had never witnessed a staff inappropriately discipline a child in care. Staff stated the nap time is a resting time, and children are not required to sleep. Staff, on request, will provide children with a weighed blanket, massage, or sensory techniques for calming and decompressing,

Parents interviewed stated their observation of the interaction between staff and children is positive. There were no concerns from the parents interviewed. The parent handbook, and statements from all interviewees do not support the allegation. Although this allegation may have occurred, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation listed above is deemed UNSUBSTANTIATED.

An exit interview was conducted with Director Debbie Keegan. Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.
