On October 31, 2024 at 12:45 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required-3 Year inspection. LPA met with director Racheal Ylizaliturri and advised her of the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 4 children in care at the time of the inspection along with 3 staff. Center operates M-F 7:45 AM- 3:15 PM.

LPA observed required licensing documents mounted on the wall at the entrance of the facility. Currently the facility uses an electronic sing-in/sign-out platform, Brightwheel. Last earthquake drill was observed to be conducted on 10/16/2024 and 10/17/24. Daily activity schedules were observed thought the facility. Lunches and snacks are brought from home, the center does not prepare any food on site. Children's Roster was observed to be complete.

The center currently uses two rooms for care. Classrooms are equipped with age-appropriate toys, teaching materials, and furnishings for children in care. LPA observed enough restrooms available for children to use. Bathrooms were found clean and sanitary. LPA did not observe any hazards/toxins items accessible to children. First Aid kits are located throughout the facility. Sleeping mats were observed to be readily available inside the classroom. Carbon monoxide and smoke detectors were observed throughout the facility, detectors were not tested due to napping children. Director states detectors are checked regularly to ensure they are functioning.

There is drinking water readily available for children inside and outside the classrooms. The center uses filtered water which come from the kitchen. Water source has been cleared of lead. The outdoor playground is fenced with appropriate shading and has an ample amount of space for children to play. Waste containers have tight-fitting covers. LPA observed the playground has age-appropriate toys and structures available for children to use. The areas around or under high climbing equipment have cushioned material. No bodies of water were observed on the premises.

A sampling of children and staff records were reviewed. LPA observed children's files to be complete and current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Center does not currently enroll infants therefore safe sleep information was not reviewed. LPA provided Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today's inspection.

One technical violation was issued as Mandated Reporter Training Certifications (AB1207) were missing from staff files. LPA observed the General Training certificates.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted, appeal rights were given, and report was reviewed with director Racheal Ylizaliturri.
