On 10/2/23, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced inspection to deliver the findings for a Complaint pertaining to the abovementioned allegation. LPA met with Sarah Britton, Director of the Child Care Center (CCC) and advised of the purpose of the inspection. It should be noted LPA observed 16 children on site along with 5 teachers providing care and supervision.

The investigation included observations, record reviews, interviews (Director, parents of children in care, staff) and four unannounced site inspections. As noted above, the specific allegation of the Complaint is with regard to facility staff not providing a safe environment for day care children.

The allegation could not be collaborated. Inspections of the CCC reveal the staff to children ratios are acceptable, the physical plant is free of hazards, programming is geared towards the development of children and nutritious food are afforded to children through the day. Failure of the CCC's Administration to notice affected parents of the inappropriate conduct of a single staff member, S3, in February of 2023 (CONT. 9099-C, Page 2)

does not mitigate the safe and pro social environment created at the CCC. CCLD would be remiss not to mention the CCC terminated S3 upon receiving allegations of inappropriate behaviors towards children in care.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) were provided to Director. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply.
