On 10/2/23, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced inspection to deliver the findings for a Complaint pertaining to the abovementioned allegations. LPA met with Sarah Britton, Director of the Child Care Center (CCC), and advised of the purpose of the inspection. It should be noted LPA observed 16 children on site along with 5 teachers providing care and supervision.

The investigation included observations, record reviews, interviews (Director, Staff Members, parents of children in care) and three unannounced site inspections. As noted above, the specific allegations of the Complaint is with regard to a staff physically abusing day care children and staff not notifying day care children's responsible party of incident.

The allegations pertaining to physical abuse and staff not notifying day care children's responsible parties of incidents mirror Complaint allegations forwarded to CCLD on 6/26/23 and 7/10/23. These allegations have been collaborated and addressed in the form of Type A and Type B Deficiency issued to the CCC

Based on LPAs observation, record reviews and interviews, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. The CCC will not receive any additional Type A or B Deficiencies for the same incidents which was addressed by CCLD on 9/7/23, and 9/22/23. Further, the CCC submitted a Plan of Correction for the Deficiencies which was accepted by CCLD. No further plans of correction are warranted.

A closing interview was conducted with Director. Director was provided and advised of their right to appeal (LIC 9058). A copy of this report was reviewed and provided to Director

The Notice of Site Visit (LIC 9213) was also provided to the Director as required by H&S Code Section 1596.817. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply.

This allegation could not be collaborated. CCLD was unable to find evidence S3 sexually abused any children in care. Likewise, interviews of staff members revealed no indications of S3 touching children in a sexual fashion.
