Teacher criticizes and berates children in care.

On March 1st, 2023 at 1 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an unnannounced inspection for the purpose of delivering the complaint findings of the above allegation. LPA met with site supervisor Arianna Hernandez and advised her of the purpose for the inspection. Together with the site director, LPA toured the facility inside and outside. At the time of inspection there were 0 children in care and 3 adults. Children start arriving after school dissmisal at 2:30 PM.

On 12/08/2022 the department receievd a complaint regarding allegations of a teacher (S1) critizizing and berating children in care, especially targeting one child (C1). LPA initiated complaint on 12/13/2022 and conducted staff interviews as well as children interviews. Staff interviewed did not have any idea as to why licesing was there, and could not think of a reason why someone would complain.

Five children interviews were conducted during the initiation of the complaint, including C1. All children in care either liked or loved the center. C1 did not complain about S1. No other children complained about any staff member(s). Eight parent interviews were also conducted, only seven out of the eight parents cooperated. The majority of the parents mentioned S1 to be great and helpful. No parent has ever witnessed staff being rude with other children. Two out of the seven parents interviewed, mentioned they would like to see more "professionalism" from staff members when being approached with a question.

In 2015, there were two complaints regarding a similar allegation. One complaint was unfounded and the other was inconclusive. One of those two allegations involved the same staff member as this allegation. Based on LPA's observation's during the inspections, it was determined that S1's tone of voice is louder due to noise in the room. LPA did not observe S1 to criticize or berate any child in care during the first inspection when children were present.

Based on LPA’s observations, interviews which were conducted, documents gathered and record reviews, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

No deficiencies cited for today.



Exit interview conducted and report was reviewed with the Director, Arianna Hernandez and a copy was left.

The Notice of SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY.
