On 5/2/23, at 1:45 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Amie Mills, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 6:00 PM, Monday thru Friday. LPA observed 27 children in care along with 4 teachers. The CCC consist of five classrooms ( Room 1. Room 3, Room 4, Room 5 and Room 18).

The classrooms of the CCC are clean and organized. LPA observed age appropriate toys and furnishings available for children. The bathrooms used by children in care are in safe and sanitary operating condition. Each classroom has a carbon monoxide detector. The carbon monoxide detector was tested in Room 5 at 2;25 PM and was found to be operable. Disinfectants, cleaning solutions, medications and sharps are stored in elevated locations in each of the classrooms, which are beyond the reach of children.

Snacks and lunches are provided by the parents of children in care. CCC staff ensure the snacks and lunches contain items from the necessary food groups and healthy choices pursuant to the CCC's policy. Children have access to available drinking water both inside the classroom and outside in the play area. The CCC's water sources have been tested for lead containments. The CCC maintains an electronic Sign In/Outs (Pro Care). LPA reviewed a sampling of the aforementioned which contains the children's arrival and departure times along with the entries for authorized representatives.

The CCC's outdoor playground areas is enclosed by chain link fencing. The fence’s entry/exit gates are secured. The footing in the area is varied. LPA observed age appropriate toys/play equipment in the play area which are in suitable condition. The play structures in the playground areas have adequate cushioning material to absorb falls (i.e. sand). There is shade available in the area created by trees and building overhangs. The outdoor playground area has two shed which contain CCC play equipment. The sheds are

secured. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers at the CCC.

A sampling of staff and children records were reviewed. The children’s records are complete and found to contain emergency contact information as well as immunization records, amongst other things. Staff records are reviewed and contained qualifications and Employee Rights forms, amongst other things. LPA notes the most recent fire drill at the CCC was completed on 5/2/23. Director noted no firearm or ammunition is stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A Notice of Site visit was given and must remain posted for 30 days.
