On 8/08/2024 Licensing Program Analyst (LPA) German Negrete conducted an unannounced annual random inspection. LPA met with Director of the preschool Center(CCC)Kathryn Dean and advised director of the purpose for the inspection. Together with the director, LPA toured the facility inside and outside. At the time of inspection there were 16 children in care and there were 6 staff providing care and supervision. Facility Hours of operation are from 7:30am to 5:30pm Monday through Friday.

The Preschool is clean and organized. The Preschool has ventilation to provide for childcare. LPA observed the classrooms to be in sanitary conditions. LPA observed age-appropriate toys and furnishings throughout the preschool. LPA observed carbon monoxide detectors in each classroom of the preschool. LPA noted, the carbon monoxide detectors and smoke detectors were tested at 2:05pm and observed to be operable . The diapering areas were observed to be safe and in sanitary operating condition. LPA observed each classroom has a diapering area with a nearby sink for hand washing. LPAs observed waste receptacles with tight fitting covers throughout the Preschool. The preschool provides snack for the children in care. Families are responsible for bringing water and a prepared lunch for their child/children. The preschool has extra food on reserve in case of emergencies. LPA observed refrigerators in the kitchen that are locked and clean. The refrigerator contains children’s milk that are clearly identified and separated by child name. The preschool provides the children in care filtered water inside the preschool and in the outside play area by means of individual water cups/bottles. Cleaning products used in the classroom are elevated and inaccessible to children in care.

LPA observed disinfectants and cleaning solutions are secure. Director stated medication is not being administered to children at this time. LPA observed a locked box where the medicine is stored. Tracking of medication occurs through labeling and separating children's medicine. LPA observed menus posted in the front entrance of the center. LPA observed required licensing forms are posted in the front office area. Continued on LIC809-C

LPA reviewed the children sign- in and sign-out sheet. LPA notes, all children present during today’s inspection were signed in with children's arrival and departures along with the authorized representative signature.

LPA and Director toured the outdoor yard for the children. LPA observed the children outdoor yard is enclosed by fencing. LPA observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. The outdoor play area also has ample shade created by trees and building overhangs. Filtered water is accessible to children by means of individual water bottles.

Staff and children records were reviewed. The children’s records were complete and found to contain emergency contact information, immunization records as well as other required licensing forms. Staff records were reviewed and current. Director was informed to keep training certifications current and renew certifications prior to expirations.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Director, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 08/08/2024 and found no Registered Sex Offenders linked to this facility address.

Notice of site visit was given and must remain posted for 30 days.
