On March 20, 2024, at 1:24 PM Licensing Program Analysts (LPAs) Laura Villanueva and Joaquin Mendez conducted an unannounced inspection to conclude investigation for the above allegations. LPAs met with Kristen & David Picard, Owner and Director and explained the purpose of the visit. LPAs conducted a tour of the facility inside and outside with Owner/Administrator and Director. LPAs observed a total of 37 children under the care and supervision of 10 staff.

LPAs observed naptime on 02/08/2024 and 03/20/2024, interviewed parents and staff. Parents are happy with the care and supervision their children receive at the center. Staff communicate with parents through monthly newsletters, weekly lesson plans, and emails through Smartcare messaging. During naptime, children are sleeping on cots throughput their classrooms. LPAs did not observe any child being isolated from the other children. During inspections, LPAs did not observe staff speaking to children in an inapprropiately manner. The classrooms were quiet and dimly lit while children nap.

LPAs observed most of the children sleeping during inspections. Although the allegations may have happened or are invalid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

No deficiencies cited for today. along with Appeal Rights (LIC 9058) were provided A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the owner/administrator, Kristen Picard.
