On 01/21/2026, at 11:01 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegations noted above. LPA met with Mary Gossett, Director of the CCC, and explained the purpose of the inspection. LPA, in the company of the Director, toured the interior and exterior of the CCC. LPA notes twenty-two (22) children are in care at the time of the inspection, along with three (3) teachers (cleared and associated) providing care and supervision.

The investigation included three unannounced inspections, records review, facility surveillance, and interviews. Interviews were conducted with CCC staff, parents of children currently and formerly enrolled, as well as children in care.

Interviews, inspections, surveillance, and documents reviewed did not corroborate the allegations noted above. LPA’s observations and interviews found that CCC staff speak to children in an appropriate and respectful manner. Continued on 9099-C

LPA’s observations and interviews also found that CCC staff do not handle children in an inappropriate manner. Conversely, the investigation found that CCC staff do not resort to physical guidance unless the children are in danger. LPA surveillance and interviews did not find that staff restrain children in an inappropriate manner. LPA’s investigation found that children are only strapped/restrained in strollers when being transported. LPA found that CCC staff do not co-mingle preschool children with the infants. LPA found that preschool children utilize their own classrooms and stagger their time in the play yard so that co-mingling does not occur. The investigation found that CCC staff always maintain appropriate ratios. LPA verified the CCC has a valid waiver for staggered outdoor play time.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegations are UNSUBSTANTIATED.

An exit interview was conducted with Director, Mary Gossett. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
