On August 27, 2021 at 10:20 am, Licensing Program Analyst (LPA) Francisco Pedroza conducted an unannounced inspection to conclude a complaint investigation. LPA met with facility interim Director Vanessa Manzo and advised her the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There was 51 children in care.

Allegation(s) stated the facility staff do not isolate ill children, facility is not sanitary, and staff failed to clean the child properly resulting in diaper rash. LPA conducted two unannounced inspections touring the facility inside and out during each inspection. During the course of the investigation, LPA reviewed children files for incident reports regarding illness and diaper rash incidents. LPA conducted parent and staff interviews. During the staff interviews, staff denied the allegations and did not provide any evidence. Staff provided LPA with a day-to-day procedure on how they address illnesses and diaper rash incidents in the facility.

LPA reviewed the facility parent/employee handbooks on how they address diaper changes and skin rashes. Per the handbook when staff observe a child to have a skin rash during change, they apply diaper cream. If the child does not have cream, parents are notified that their child needs it. The facility does not provide cream. Parents are provided a supply list of items requested for children during enrollment if their child requires diaper changing. Diaper cream is one of the items on the list. The facility has an isolation area in the front lobby where children are isolated if the facility determines that the child is ill and must be sent home. Facility staff routinely clean the classrooms and items after use to ensure cleanliness and following Covid-19 guidelines. Parent interviews did not provide evidence to collaborate with the allegation(s). This agency has investigated the complaint alleging the facility staff do not isolate ill children, facility is not sanitary, and staff failed to clean children properly resulting in diaper rashes. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiencies were cited during today's inspection.
