On March 29, 2022 at 12:40 PM, Licensing Program Analysts (LPAs) Dean Thompson and Rona Chavez conducted an unannounced Annual/Random inspection. LPA conducted the Covid-19 screening questions prior to entering the facility. LPA met with licensee Livnat Eliyahu and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 11 children in care at the time of the inspection.

LPAs observed required licensing documents inside the playroom of the home. Licensee was reminded of the posting requirement that should be visible to all parents. Licensee CPR/first aid is current until 12/2023. Licensee mandated reporter training was posted..

Children in care have access to the playroom, living room, and restroom. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. Licensee stated there are no firearms or ammunition inside the home. There are no bodies of water present at the time of inspection. Fire and carbon monoxide alarms were viewed inside the playroom. Fire extinguisher 2A10BC is fully charged with a purchase date of January 2022. Children have access to toys that are age-appropriate inside and outside of the home. Back yard is enclosed and shaded.

LPAs reviewed children files. 10 out of 10 children files were current. Licensee advised there were no children in care that required Incidental Medical Services.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies were cited during today's inspection.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
