On 01/21/2026, at 9:30 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegation noted above. LPA met with Mary Gossett, Director of the CCC, and explained the purpose of the inspection. LPA, in the company of the Director, toured the interior and exterior of the CCC. LPA notes six (6) children are in care at the time of the inspection, along with two (2) teachers (cleared and associated) providing care and supervision.

The investigation included three unannounced inspections, records review, facility surveillance, and interviews. Interviews were conducted with CCC staff, and parents of children currently and formerly enrolled.

Interviews, inspections, surveillance, and documents reviewed did not corroborate the allegation noted above. LPA found that CCC staff do not comingle the infants with preschool children. Continued on 9099-C

LPA found that infants utilize their own classroom and stagger their time in the play yard so that co-mingling does not occur. The investigation found that CCC staff always maintain appropriate ratios. LPA verified the CCC has a valid waiver for staggered outdoor play time.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted with Director, Mary Gossett. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
