This is a change in ownership for the previous facility number 566214006 effective 10/14/2021.

On October 14, 2021 at 2:32 PM, Licensing Program Analysts (LPAs) Francisco Pedroza and Dean Thompson conducted a pre-licensing change of ownership inspection. LPAs conducted Covid-19 screen questions prior to entering the facility. LPAs met with Owners/Directors Robin Bales and Elizabeth Suafo'a advised them the purpose of the inspection. Owner provided LPAs a tour of the facility inside and out. The center hours are Monday – Friday 7:00 am – 6:00 pm. There were 21 children in care at the time of the inspection.

Facility submitted their application for a new license on June 7, 2021. Community Care Licensing (CCL) received an approved fire clearance from Ventura County Fire Department on July 29, 2021. LPA observed required licensing notices posted prominently on the wall at the entrance of the facility. The facility will be using five (5) classrooms for children in care. One (1) of the classrooms will be used for an isolation room. The facility has a community restroom with four (4) sinks and toilets available for children to use. LPA did not observe hazardous/toxin items accessible to children in care. Facility stores all cleaners high up in a secured cabinet inaccessible to children. LPA observed a posted snack menu. Center provides a morning and afternoon snack for children. Children bring their lunch from home. LPA observed age appropriate toys and furnishings readily available to children in care. The center provides a cot for children to use during quiet time if they choose to sleep.

Children that do not sleep are provided a quiet activity to keep them engaged during that time. LPA observed age appropriate structures and play equipment readily accessible to children in the outdoor recreation area. The facility has ample amount of shade. Children are provided water inside and out. The center has a water filtration system to provide drinking water for children. Children have the option to bring their own water bottle from home to be filled as needed or the facility will provide a cup.

The facility will be using the electronic application Smart Care for sign-in and sign-out. The application gives the facility the opportunity to communicate with parents. The Incident Medical Services (IMS) policy was discussed. LPA spoke with Owner regarding the current Covid-19 guidelines and Lead Exposure requirements. Currently the facility is following Covid-19 guidelines. Owners are scheduled to complete their Preventative Health Practices portion of Lead Exposure training. LPAs advised owner to provide copies of the certificates to CCL.

Facility Measurements:

Indoor – 2,104.37 square footage meets the requirement for 60 children.

Outdoor – 7,110.60 square footage meets the requirement for 60 children.

The center meets Title 22 Division 12 requirements.



License will be effective today, October 14, 2021 for 60 preschool children.
