On December 10, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Terri Hoskins and Owner Brandy Pohl. At the time of the inspection 24 children and 4 staff were present.

The allegation of Admission Agreement - Staff not meeting the needs of the child was corroborated. During the investigation, LPA was informed Child 1 (C1), was not permitted to attend a day due to concerns of the child's behavior and the absence of their regular teacher. LPA notes the facility was open that day and other children were present the same day. LPA notes, the facility did not indicate they would be out of ratio in C1's class. Additionally, there was not a written suspension notice or behavior support plan in place for C1.

Based on the information obtained the above allegation is substantiated. A Technical violation is being issued as a result on the attached LIC 9102. Report was reviewed with Director Terri Hoskins and Owner Brandy Pohl. Notice of site visit and appeal rights were given.

On December 10, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez concudcted an unannounced inspection at the abovementioned Child Care Center (CCC). LPA met with Director Terri Hoskins and Owner Brandy Pohl. At the time of the inspection 19 children and 3 staff were present.

The allegation of Personal Rights - Staff violataing the personal rights of a child could not be corroberated. Interivew with staff revealed they have not observed staff mishandle or use inappropriate language when children are displaying difficult behaviors. Staff stated when children are displaying difficult behaviors they redirect children.

Based on the information obtained the above allegation is deemed unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
