On September 21st 2023, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Pre-licensing inspection. LPA met with director Terri Beaumont and administrator Heather Elkins and advised them of the purpose of the inspection. Director and administrator provided LPA a tour of the facility inside and out. This facility is located on the grounds of Pacific Camps Family Resources. Facility hours of operation are Monday through Friday 7:00AM-6:00PM

Facility will be utilizing three (3) classrooms for care and supervision, Classroom #1 labeled “Minnows”, Classroom #2 labeled “Sea Turtles”, Classroom #3 labeled Starfish. Facility was inspected for safety, cleanliness, inaccessibility to poisons, tools, and hazardous items that can pose a danger to children. LPA observed all classrooms to have age-appropriate toys, activities, and furniture readily accessible for children in care. Children are assigned individual cubbies to store their personal belongings. Children will nap on individual cots with bedding stored separately. Two sinks (2) and six (6) private toilets are available for children’s use.
Director stated parent/authorized representatives will use electronic Brightwheel App for the purposes of signing in and out. LPA observed absence of carbon monoxide and smoke detectors. LPA reminded applicant to either service or purchase a new extinguisher yearly and disaster drills are to be conducted and documented at least every six months. First aid kits are available. No water source is available for children inside. LPA advised applicant is to provide water from a uncontaminated source both inside and outside. Assembly Bill (AB) 2370, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their drinking water for lead contamination. The facility must have its water tested and post the results within 180 days of licensure.

Facility provides two (2) snacks daily for children in care. Children will bring their own lunch from home. LPA observed one (1) refrigerator in Starfish room, locked and functioning at the time of the inspection. LPA observed the kitchen to be clean, in good working order and free of pests. LPA advised applicant menus shall be in writing and posted in a prominent location at least one week in advance.

Outdoor area consists of one (1) parking lot with permitter fencing, limited shade, and one (1) basketball hoop. LPA advised applicant is to provide ample shade, uncontaminated water readily available for use, equipment, and fixtures with soft padding and/or surfaces. Applicant states preschool will share yard with school age children, LPA advised of regulation.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, and ratios. Director was made aware that it is the facility's responsibility to know the current regulations for a facility which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Ventura City Fire Department conducted and inspection on 5/31/2023 and approved facility for capacity of thirty (30) children correspondingly with licensing capacity regulations.

Final determination of licensure pending manager approval, installation of carbon monoxide and smoke detector in all classrooms, uncontaminated water in all classrooms and in play yard, play yard equipment, soft padding, shade, and review and approval of waiver to stagger preschool and school age children’s play time in the outdoor yard.
