32 | Regarding the allegation, Staff yelled at child in care, LPA interviewed multiple parents. The interviews revealed most parents are happy with the care and supervision their children receive at this facility. Every parent that was interviewed stated they have never observed a staff inappropriately speak to a child or inappropriately handle a child.
LPA also conducted a review of all Unusual incident reports(UIR) that occurred in the last 12 months. LPA found one unusual incident report (UIR)that was submitted to child care licensing(CCL) by S3. The written UIR, LIC624 report was submitted on 7/30/2024 LPA was able to read the UIR and the following was described : When C1 was asked to comply with directions by center staff, C1 ran out of the room to an unsupervised area, front drive way/play area. At the time of the incident their were 15 children and 3 staff providing care and supervision. However it is determined the facility did not follow title 22 reporting requirements.
Through staff interviewees, LPA verified that S7 used a loud voice once S7 observed C1 running towards in exit in the front drive way play area. S7 utilized a loud voice to get the attention of C1 and to stop C1 from exiting the facility and crossing the street.
LPA also reviewed the parent hand book, and on page 18 it states Parent Conference Report(PCR) will take place when a child needs a individual plan in order to correct the child's behavior. Through record review and emails, LPA determined the parent did not want to sign a PCR document on 7/22/2024.
Additionally on page 18 of the parent handbook, it references the discipline policy that states their will be no corporal punishment and the staff will support a child's behavior through fairness ,sensitivity and consistency.
Although allegation#1 may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is Unsubstantiated
