On September 12, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with owner Juniper Dwight and advised her of the purpose for the inspection. Director Lisa Schaeffer and Christina were also on site. Together with the owner, LPA toured the facility inside and outside. At the time of inspection there were 0 children present. No bodies of water were present at the time of inspection. Owner denies having guns or ammunition on site.

The center plans on operating Mon-Fri 8:30 am- 2:30 PM. Lunches and snacks will be brought from home, but the center will keep emergency food on site. No kitchen was observed to be on site. LPA observed water gallons inside and outside of the facility. Owner states the center plans on using an outside vendor to provide drinking water. LPA did not observe drinking fountains on site.

The facility will be occupying 1 room for child care which was observed to be clean and in good repair. LPA observed sufficient age-appropriate toys and learning material throughout the facility. No hazards/toxins were observed to be accessible to the children in care. LPA observed first aid kits on site, one is located inside the classroom and another one is located in the office. The facility has a total of 2 children's stalls and 3 sinks.

The center plans on storing children's medication in the office located in a top cabinet. LPA reminded owner that medication needs to come in it's original packaging, come with instructions, and needs to be checked periodically for the expiration date. Cleaning supplies were observed to be stored in the office. The facility will also be using the outside space directly outside the classroom as well as an outdoor space to the side of the classroom. The outdoor play yards are fully fenced and were observed to have sufficient shade and age-appropriate play structures.

A fire clearance was granted by the Ventura County Fire Department on 08/24/2023. The fire department notes that the center is cleared for 22 preschool children and no infants/toddlers.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, and ratios. LPA provided owner a pictorial handout regarding preschool ratios. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Administrator was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The center meets Title 22 Division 12 requirements. License will be effective today, 09/13/2023 for total capacity of 22 children.



A notice of site visit was given to administrator and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview was conducted and report was reviewed with the owner Juniper Dwight.
