This is an amendment to 11/7/2024 prelicensing inspection. Applicant originally applied for 8 toddlers and 20 preschoolers; however on 10/22/2024 applicant resubmitted a reduced application for 5 toddlers and 20 preschoolers for a total requested capacity of 25.

On November 7th, 2024 Licensing Program Analyst (LPA) Rosie Breault met with applicant Suzanne Godinez for an announced pre-licensing inspection at the above forementioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were zero children present during this inspection. This is a single license application for 8 toddlers age 0-36 months and 20 preschoolers age 2 years to entry into first grade for a total requested facility capacity of 28 children. The facility operates Monday – Friday 7:30AM-5:30PM.

LPA toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 2 classrooms for care. Toddlers to utilize Room #3, and preschoolers Room #2. Facility maintains a total of 4 toilets and 4 sinks.

LPA observed regulation postings placed in a prominent location, and facility will utilize ChildPlus app for purposes of signing in and out.

Ventura City Fire Department cleared facility on 09/03/2024, stipulating no more than 5 children age 18-36 months in Room #3 (toddlers)

Indoor activity space for toddlers and preschoolers are physically separate from one another. The facility was observed to be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby space is available to children.

Toddler classroom has a changing table which has a padded surface no less than one-inch thick covered with washable vinyl or plastic, within arm's reach of sink and in good repair. Changing table is not located in the kitchen/food-preparation area but located in attached restroom with 2 toilets and 2 sinks. LPA observed a variety of activities that offer stimulation and to meet the needs of children. LPA observed waste receptacles to have tightfitting covers, in good repair, leakproof and rodent-proof. Classroom was observed to be at a comfortable temperature with ample light and space with accessibility to drinking water. LPA observed sufficient number of cots for rest and napping and LPA advised applicant must adhere to Title 22 and Health and Safety Codes regarding Safe Sleep and 15-Minute Checks with written log at all times. LPA observed toxins, cleaning supplies, medication boxes to be stored in a locked cabinet and first aid kits available.

Preschool classroom contains a variety of age-appropriate toys, games, and equipment to fit the needs of children, comfortable temperature, ample ventilation, and sufficient number of cots for rest and napping. LPA observed accessibility to drinking water and a separate attached restroom with 2 sinks and 2 toilets. LPA observed waste receptacles to have tightfitting covers, in good repair, leakproof and rodent-proof. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored in the locked cabinet. LPA observed first aid kits, carbon monoxide detector present and functioning at the time of the inspection, and fire extinguisher last serviced on 1/26/2024. Per director, no firearms or ammunition are present on property.

Facility will provide breakfast, lunch, and 1 snacks. LPA observed kitchen to be clean, free of rodents or pests and in good working order. Menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the department upon request.

Outdoor play area is one yard that provide ample shade, age-appropriate toys and equipment, soft material to absorb falls and accessibility to drinking water. The playground is enclosed by fencing at least four feet high to protect children and to keep them in the outdoor activity area. No bodies of water are present on the property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the Safe Sleep Regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed program manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Toddler Room measures 925.62 square feet which will accommodate licensee’s request for 8 toddlers; however facility only authorized for 5 toddlers. Preschool Room measures at 821.92 sq. ft. which will accommodate licensee’s request for 20 children. Maximum facility capacity totals 1747.54 sq. feet.

The total outdoor play area measures 1620.68 sq. feet. Applicant to submit shared space waiver.

License pending approval.

A Notice of Site Visit was given and must remain posted in a prominent location for 30 days
