On October 18th, 2024, Licensing Program Analyst (LPA) Rosie Breault met with administrator Chelsea Romero and director Debra Neathery for an announced pre-licensing inspection at the above forementioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were zero children present during this inspection. This is a change of location application for facility numbers 566216552 and 566216553 which will result in the conversion to a single license. Facility is requesting 40 infants ages 6 weeks to 24 months and 40 preschoolers age 2 years to 4 years old. The facility operates Monday – Friday 7:00AM-6:00PM. This facility is located on the grounds of Ojai Unified School District. This was a joint inspection conducted with Ventura County Fire Inspector R. Martinez.

LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 3 classrooms for care. Classrooms “K1” and “K2” are designated for preschool care, and room #10 across the preschool yard is designated for infant care. Facility maintains a total of 4 toilets and 6 sinks.

LPAs observed regulation postings placed in a prominent location, and facility will utilize Brightwheel app for purposes of signing in and out. Facility will not offer incidental medical services, will offer AM and PM snack, and water is provided. LPA observed first aid kits and fire extinguishers last serviced 7/2/2024. Per administrator, no firearms or ammunition are present on property.

LPA observed 2 separated play yards, 1 designated for infants and 1 designated for preschoolers. Play areas provide ample shade, age-appropriate toys and equipment, soft material to absorb falls and children bring their own water bottles. The playgrounds are enclosed by regulation fencing to protect and to prevent co-mingling of the age groups. No bodies of water are present on the property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the Safe Sleep Regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed program manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Facility licensure pending: measurement of infant classroom (addition of equipment), fire department report, managerial approval, and following corrections for all age programs:

· All floors and surfaces cleaned and sanitized. Classrooms and restrooms clean, safe, and sanitary to prevent flies, insects, or rodents.

· Age-appropriate toys, equipment and material that are in good condition and sufficient quantity.

· Furniture and equipment in good condition free of loose sharp edges or pointed parts (removal of preschool metal table).

· Floor mats in good condition (cleaning)

· All toxins to be rendered inaccessible to children by locks or out of reach. Toxins to be stored away from food supplies or meal preparation area.

· Tight fitting trash bins for waste purposes.

· One toilet per 15 children.

· Sandbox to be filled.

· Sufficient number of cribs, mats, changing tables, feeding chairs.

· Remove tools and clean garden area.

· Infant changing table to be cleaned, covered, with washable vinyl or plastic. Infant sink to be cleaned. Infant meal preparation to be away from changing area. All equipment to be present and in good working order.

· No objects in or above cribs.

· Refrigerator to be at temperature to prevent rapid growth of microorganisms and cause intoxication or infections.

· Kitchen areas to be clean with appropriate preparation supplies.

· Equipment for sterilization and heating of infant bottles.

· Carpets installed, cleaned and toys sanitized and washed.

LPA provided Technical Assistance and reviewed with director and appeal rights.
