On October 30th, 2024, Licensing Program Analyst (LPA) Rosie Breault met with administrator Chelsea Romero for an announced follow up pre-licensing inspection that occurred on 10/18/2024 at the above forementioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were zero children present during this inspection. This is a change of location application for facility numbers 566216552 and 566216553 which will result in the conversion to a single license. Facility is requesting 40 infants ages 6 weeks to 24 months and 40 preschoolers aged 2 years to 4 years old. The facility operates Monday – Friday 7:00AM-6:00PM. This facility is located on the grounds of Ojai Unified School District.

LPA and administrator toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 3 classrooms for care. Classrooms “K1” and “K2” are designated for preschool care, and room #10 across the outdoor play yard is designated for infant care. Facility maintains a total of 4 toilets and 6 sinks.

LPA observed regulation postings placed in a prominent location, and facility will utilize Brightwheel app for purposes of signing in and out. Facility will not offer incidental medical services, will offer AM and PM snack, and water is provided. LPA reminded menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. LPA observed first aid kits and fire extinguishers last serviced 7/2/2024. Per administrator, no firearms or ammunition are present on property.

The preschool classrooms contain ample age-appropriate toys, equipment, tables, chairs, bookshelves, sufficient number of mats for napping in appropriate condition, and cubbies for individual items. LPA reminded mats must be marked or labeled to distinguish sleeping side from floor side. LPA observed comfortable room temperature, and access to filtered water. The classrooms were observed to be clean, safe, sanitary, and LPA advised must be maintained in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children and all floors and surfaces appeared cleaned, and floor mats and rugs in clean condition. LPA observed refrigerator to be clean and functioning at the time of the inspection. Kitchen and snack preparation area was observed to be clean with appropriate preparation supplies, and tight fitting bins for waste were present.

LPA observed 2 separated play yards, 1 designated for infants and 1 designated for preschoolers. Preschool play areas provide ample shade, age-appropriate toys and equipment, soft material to absorb falls, and accessibility to water per water caddy. The playgrounds are enclosed by regulation fencing to protect and to prevent co-mingling of the age groups. At the time of the inspection, LPA observed preschool garden area to be free of tools or toxins, and sandbox was filled and covered. Per administrator, no bodies of water are present on the property. Infant play area provides ample shade, soft padding, age appropriate equipment for various activities for the infant age ranges.

Infant classroom contains a changing table which has a padded surface no less than one-inch thick covered with washable vinyl or plastic, and within a sink in arm’s reach and in good repair. Highchairs present for feeding purposes and LPA observed meal preparation area to be clean and in good working order. LPA observed crib napping area to be situated separate from the play area with sound absorbing wall, open door and visible and accessible to staff. Sufficient cribs were present with tight fitted sheets and no objects in or above cribs. LPA advised administrator facility must maintain compliance with Title 22 and Health and Safety Code regarding Safe Sleep at all times including but not limited to 15-minute checks with documentation. LPA observed the installation of carpet with additional clean and soft floor mats. LPA observed a variety of play equipment for stimulation and manipulative skills. LPA observed heating equipment for milk and sink and supplies for cleaning infant feeding equipment.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the Safe Sleep Regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed program manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
