Facility threatened disenrollment immediately after formal complaint about parental rights violations was filed.

On November 10, 2025 at 11:00 AM Licensing Program Analyst (LPA) Laura Carone conducted an unannounced inspection to conclude investigation for the above allegations. LPA met with Teacher, Hortensia Acevedo and explained the purpose of the visit. LPA conducted a tour of the facility inside and outside with Teacher. LPA observed a total of 51 children under the care and supervision of 14 Teachers.

LPA was provided email threads and court order from child file. LPA conducted visits on 08/21/2025 and today. Parents interviewed are happy with the care and supervision their children receive at the center. Parents did not express any concerns. The court document regarding custody and visitation for chid in complaint states parents have joint legal custody and mother has physical custoday of child. "The parents shall confer with one another in good faith, and mutual consent of the parents is required for decisions...the other parent's custodial time, and/or special education." "If the parents have conferred...and are unable to reach an agreement on a decision, Mother shall have the right to make the decision." The center is

 complying with the court order by providing custodial parent with information regarding the child. The center also provided the information requested by non-custodial parent in accordance with the April 16, 2025, Ventura County Superior Court Order, the Family Educational Rights and Privacy Act (FERPA), and California Education Code 49069.

The non-custodial parent applied for child care services during his visitation time. The center informed non-custodial parent the application for additional days of care did not move forward due to the conduct toward staff that did not meet the center standards for respectful interactions. Following the center decision, non-custodial parent withdrew the application.

Although the allegations may have happened or are invalid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiencies cited for today. Notice of Site Visit (LIC9213) will be posted. The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. Appeal right given LIC9058.

Exit interview conducted with Teacher, Hotensia Acevedo and a copy of this report was reviewed and given.
